The opening figure is a minor key pastiche of the famous 'Basie Ending' which we hear so often in jazz. Secondly, the B section ends with a chord that will be familiar to anyone who has heard much Spanish guitar. Finally, the whole thing sounds bluesy to me. Hence, the title.
